The upload is fine enough, the download isn’t great. Your latency is pretty terrible, though.

Really depends what your source for the internet is. Top picture is at my house with a nice connection. Bottom is my parents house a few miles away, but they are out in the country with satellite. Not so good.

Your wi-Fi isn’t slow per se... Your internet connection is.

Your internet speed is okay. It’s not good, not decent, but not bad either.
The bigger issue is latency. It shouldn’t be over 100ms, and that’s a high latency.
At your speed, you could probably watch 480p videos without buffering issues.
Depending on what area of the internet I am browsing, my download speeds can vary, maximum 23 Mbps, which is just good enough for streaming 1080p video on 3-4 devices at the same time, or equivalent to nearly 3 megabytes per second (MBps). In the screenshot below, the test shows I am getting just over an equivalent to 2 megabytes per second.

Also, what service you use to test can affect your speed results (and each service will vary depending on what server they decide to perform the test to), plus where you live depends on your Wi-Fi. An apartment with modems/routers running on the same frequency can cause lots of noise, and this can be remedied to some extent.

I tested again and somehow, there was a huge difference?

I’m pretty sure it’s RoadRunner. I have seen that message pop up when nobody pays the bills that RoadRunner needs the bills to be paid.

If your modem hasn’t been replaced in the last 3 years it probably needs to be updated contact your ISP they’ll mail you a new one, anything over 3 years old is end of life and not capable of modern speeds the technology has changed that much you probably have Docsis 2.0 and the current standard is 3.0. Since it is leased the upgrade should be free.
